Every payload aims to carry agency, series identity, observations, source URL, retrieved-at, vintage, and license notes. Fixtures and snapshots are labelled as such; do not present them as live national coverage.

## Rules

- Free tier: 60 requests/minute and 600/hour per IP; 120/minute per identified agent.
- Identify your client with the `X-OpenGems-Agent: <name>/<version>` header.
- Over the limit you get HTTP 429 with `Retry-After`; back off and retry.
- Attribute: link the OpenGems page you cite and the underlying agency source.
